The Sichuan Tibetan Civil Perform Empirical Studies

This paper based on present situation of enforcement of judgment of court in Tibetan area. It is supposed to solve present difficulties and problems by analyzing related reasons and possible dealing pleasures,In addition to the preface, this paper is divided into four parts:This first part analyzes the concept of difficult execution and elaborates the aim of civil performance to lead enforcement of judgment of court in Tibetan area to a right place.Then I researched enforcement of judgment in Tibetan area as a example, to analyze and conclude my works as a result. I pointed out several problems existing in court judgment in Tibetan area, such as inefficiency, high rate of self-solving , enforcement way, conflictions with local culture, and so on.After which l analyzed existing problems and reasons of civil execution work of Tibetan areas deeply .The article thinks the profound reason of difficult execution in our Tibetan areas mainly lies in Lack of understanding of legal belief and Customary law Impact on law enforcement ;In addition ,executive bodies and managerial teams are incomplete. Local departmental protectionism is serious. The system of supervising execution is not perfect etc. And these all can't be ignored.At last: Based on the above analysis, our own views on Solving the problem of Tibetan Civil Enforcement, the article believes Tibetan Civil Enforcement should be based on the actual Tibetan cultures in order to improve the legal awareness of people.We should cultivate the peoples faith in law .Besides,to fully understand the Tibetan civil mediation, to realize advantages of civil mediation in it. we should also use both law enforcement and civil mediation。Finally related law systems and environment are supposed to be reformed, and pay more attentions to build a qualified team is also necessary.
