Legal Policies Realizing On Fiscal Balance Of Minority Areas

We established"In the basic framework of public finance"as our reform objectives in the National Financial Work Conference in 1998.It makes reform of the past unconscious into the theoretical system, but also provides for the future the direction of reform. Since then, China's financial system reform was changed the unfavorable situation in the past . Under the framework of public finance, Financial balance was put forward in the "Eleventh Five-Year Plan ". Currently, China's fiscal equalization system is still in the stage of policy and the transitional stage. Fiscal balance of The Minority Areas ,as an important part of the entire fiscal equalization system, has these questions: Autonomous local government is absent as the subject of the financial balance; It is lack of rights– obligations to autonomous local governments and related government in content; It is lack of method for the amount of financial transfer payment; It is lack of scientific monitoring program to financial transfer payments. Promoting the rule of law is the inevitable path to achieve Fiscal balance. With the maturity of the conditions, we need develop"Financial Transfer Payment Law", and improve"Regional National Autonomy Law"and"Budget Law".
