Studies On The Fiscal Transfer Payment Policy Of The Minority Areas

China is an unified multiracial socialist country. To achieve national harmony and co-prosperity is the major objiective of building a harmonious socialist society. Due to the particularity of the ethnic minority areas, its economic development process fall behind other regions to a great extent. A series of special policies and measures should be adopted to help these areas’economic developing, so as to narrow the gaps between them and other aeras and to achieve the full and harmonious development.As one of the government’s macro-control means, finance plays an important role in promoting coordinated economic development in ethnic areas. Both central and provincial governments should give minority areas more special preferential policies for their particularity of finance. In this paper, the scale, structure and effect of the financial fiscal shift pay system in Enshi Minority Autonomous Prefecture will be studied, through an objective description of the size and structure of financial transfer payment funds within the supply funds of public services in the rural minority areas, combining with the status of National Rural Public service, especially the farmers’actual needs of the public service. I will analyse what effect does this kind structure result in, then measure the gap between the generated effect and the actual demand, so as to put forward appropriate policy recommendations for the structure optimization of fiscal transfer payments in the rural public service of the minority areas.The basic content of this article consists of three parts. First, the description of financial transfer payment structure of the minority areas of rural public services, make horizontal and vertical comparison of those structures, and make causal analysis at the same time. Second, the analysis of the effect of financial transfer payment structure. The analysis is divided into two main parts, namely qualitative and quantitative analysis. While in qualitative analysis, I will make efforts to observe the direct effect bringed by the financial transfer payment structure of public services in rural areas through the current situation of public services supply in rural areas; While in the quantitative analysis, I will study the results of the financial transfer payment structure of rural public services scientificly and objectively. Third, the policy recommendations against the problems showed in the structure and its effect.
