Speech free is a basic right of the citizen, it should be fully protected for people in democracy society. But there is restriction when people exercise their right of speech free, they should abide by the law and also should observe the public morals; they can not infringe.the rights of other people, the one easiest be infringed is the right of privacy. The right of privacy is very important in the human society, it's also a basic right of the citizen, and become a constitutional right gradually. The both rights need be fully protected, the friction between them certainly will occur. This thesis is analysis the relation of these two rights around the center of cyber manhunt, its purpose is make these two rights develop in balance and promote the development of the society finally.Cyber Manhunt is a completely new search pattern, it appeared and developed with the rapid development of the internet science and technology. Nowadays, computer is a very popular tool in daily life, people exercise their rights of speech free and information free though cyber Manhunt. But cyber manhunt is a double-edged sword; its negative affection should not be neglected, such as internet violence and the infringement on the right of privacy. Cyber manhunt, as one kind of speech free in internet, we should know its characteristic and way of running at first. Only so, we can know its role in law, and then make the right of privacy and speech free develop in balance when they are in friction. This is the basic requirement of the citizen; it's also very useful for the development of the society.This thesis has been divided into four parts, the purpose is make the two rights develop in balance. We all know speech free and the right of. privacy both are the basic rights of the citizen, and should be fully protected. While there is friction between them, this makes it is very meaningful to study the balance developing of the both rights. The second chapter is introducing the current status of the right of privacy in the new and internet environment, and also analysis the developing and the peculiarity of this constitutional right. The third chapter is analysis how the right of privacy be infringed during the exercise of speech free, and summarized its characteristic of excluding the outsiders. This chapter also is serving as the foil of chapter four. The forth chapter is state the principles and measures of protecting the right of privacy, and put forward the measures for protecting this right. The writer also made a conclusion for this essay at the end and cleared his viewpoint again—the right of privacy should be protected properly when people exercise their right of speech free.
