Regional Ethnic Autonomy refers to legal norms that adjust relations of regional ethnic autonomy and ethnic relations, and protect the equality and autonomy rights of ethnic minorities. Regional Ethnic Autonomy is one of the country basic laws enacted by National People's Congress, is a constitutional law, which is the "mini-constitution" in autonomous areas. It is basic legal basis to develop autonomous local laws and regulations. At the same timer, ethnic regional autonomy law as a new Department of Law is in a boom. Currently the researches on autonomous agencies and autonomy have been extensive, and start publishing many papers and books. However, laws alone is not self-sufficient, the value of the law can only be the largest in the implementation of the embodiment. Although we are experiencing the glorious course of development of Regional National Autonomy Law, the currently problems of implementation is obvious. Law can be effectively implemented if it has effective monitoring system, but the monitoring system of the implementation of China Regional National Autonomy Law is far from perfect, and related research are also not deep enough, this is the important reasons that National Regional Autonomy can not be effectively implemented. Regional national autonomy is based on the "Constitution", and is a constitutional law which provides the state's basic political system, there is close relationship between the them, and therefore Protection on Regional National Autonomy of the regional ethnic autonomy system is not the only problem of how to implement the Regional National Autonomy Law, but also is a "constitutional" safeguards issues.
