Happily, the people-oriented concept has been put into consideration by Chinese Communist Party (CPR) as the ruling tenet in the new period, and the core idea is serving the people wholeheartedly. Therefore, research on the pithiness of traditional People-Based Thought and its innovations in new period has been a momentous subject. The research achievement of this subject will do better help for the government in term of making lines, principles and policies, aiming at people's happiness, to accelerate the pace of constructing a well-to-do society in an all-around way. To above, this research holds obviously theoretical and realistic significances.So many beneficial explorations and researches about the People-Based Thought have been proposed in this paper, problems in three aspects are solved mainly: Firstly, cleared up the developing vein and course of People-Based Thought, and analyzed the connotation, characteristic and significance of pursuing the concept of People-Based Thought in every period, and the same time, focusing on the relationship between Chinese traditional People-Based Thought and absolutism, discuss the merit and shortage of traditional People-Based Thought; Secondly, stated that successive lead collectives of party central committee, with the cores of Zedong Mao, Xiaoping Deng, Zemin Jiang and Jintao Hu respectively, took Marxist standpoints and methods, grasped the essence of People-Based Thought.discarded its dross and developed its merit, they dealt with the inner contradictions excited in the traditional People-Based Thought, then develop it to a new level to realize the profound transformation from traditional People-Based Thought to current People-Oriented gradually. Finally, explored the evolution of traditional People-Based Thought in current society and researched the phenomenon that more and more attentions were paid to the livelihood issues. Since its establishment, R.P. China had gained remarkable accomplishments under the correct leadership of CPR, China has been on the road to strong, prosperous, democratic and culturally advanced. While along with the economic growth and social progress, we had to face some problems, such as widening rich-poor gap, serious price rising, imperfect social security system, uncertain food safety and so on, which would directly impact the social harmony and steady of a country and concern with people's happiness. Therefore, aiming at these problems, this paper proposed many solutions from the aspects of administrative planning, fiscal boost, democratic consultation, laws and regulations etc.
