All human activities must be in the ecosystem and the social-ecological systems and limits the extent permitted; the only way human beings can make full use of ecological resources, and at the same time to obtain sustainable development. Regional development must be based on the regional ecology, regional human ecology, eco-regional economy, regional science and technology ecosystem, regional industrial ecology, the regional people's livelihood and ecological formation, development, constraints, basis.By analyzing of social-ecological systems in the elements and the formation mechanism, based on the analysis of regional industrial development status, identify strengths and weaknesses of industry competition; of regional science and technology development status, and guide the technology development and local economic and ecological, symbiotic fusion of industrial ecology; in concept of inclusive growth, the study of urban development on education, health care, pension and other ways to promote the cause of people's livelihood and the role of form.First chapter of this article describes the background and significance, the contents and methods, and the analysis of the theory at home and abroad based on the concept of this article were involved with the definition of discrimination; second chapter presents the regional social-ecological systems contain elements to construct a description of the operation and evolution of regional ecosystem model of the mechanism; ChapterⅢ~Ⅴ, established under ChapterⅡof the regional ecological system operation and evolution of the mechanism model, the location quotient analysis, the regional industrial structure, the proportion of the growth rate in-depth discussion and analysis, and regional industrial development and selection of some suggestions, based on the degree rooted in theory, scientific research institutions in Chu industry rooted degrees, social capital rooted degrees, and cultural rooted degrees in-depth analysis and research, and the Institute of Atomic Energy, Chuzhou is an example to explain to the content and inclusive growth factors, from education, health care, pension and other three aspects of urban development on the role of people's livelihood and the development of form and effect; s six chapters of this paper mainly describes some of the conclusions, and for lack of this study and possible future research directions are discussed.
