Study On The Practical Dilemmas Of Achieving Long-term Goals Of Campaign-style Governance

Campaign-style governance has been widely criticized in our country,and at the same time it has become commonplace and even aggravating in practice.When faced with urgent social problems,local governments use campaign-style governance as an efficient tool,and they also have a clear understanding of its negative effects.However,the effect of local governments trying to eliminate these problems always have a poor result.Through reviewing and carding the previous studies,we can find that campaign-style governance is a kind of government tool used in the process of governance,and it has certain scope of application.On the basis of recognizing the inevitability and rationality of campaign-style governance,we should rethink the drawbacks of campaign-style governance and explore the feasibility of obtaining long-term results of campaign-style governance.The construction of civilized city is a representative case of campaign-style governance.By analyzing the process of creating a national civilized city in Wuhan and Ji’nan,we can observe how the measures adopted by the two local governments affect the effectiveness of campaign-style governance,and how the governments in Wuhan and Ji’nan have taken measures to obtaining long-term results of campaign-style governance.In the process of construction,they both taken high-level coordination by leader endorsement as the method of resource allocation,with the work mode of letting one unit guide a whole area,the mobilization mode of the headquarters system,and the supervision mode of decomposing tasks and assessing them at different levels.Although the two local governments have proposed the proposition of obtaining long-term results,and developed action program,the final results of construction have still suffered different degrees of rebound which is caused by the action patterns in the process of construction adopted by the two governments.The main reasons are the unsustainable headquarters system,limited reward and punishment measures,and difficulties in the allocation of administrative resources.Based on case analysis,we can further summarize the deep-seated reasons for the longterm dilemma of the achievements in the practice of campaign-style governance of China,and pointed out possible trends in the improvement of this government tool.The dilemma faced by local governments can be expressed in four types: the dilemma of policy effect evaluation,the dilemma of formalism,the dilemma of unbalanced cost and efficiency,and the dilemma of limited policy resources.There are many reasons for it,which can be summarized into two aspects: subjective and objective.in China’s social transition period,policy resources are limited,and the “big city diseases” are hard to eradicate.For the government,what is necessary is to solve the three main reasons by the self-renovation: the non-institutionalized administration system,lack of cooperation between government departments,and imperfect official assessment system.Specifically,it is possible to establish a reasonable government performance evaluation mechanism,build a collaborative governance system,and promote the legalization and standardization of public administration.Finally,through uninterrupted government reforms,the level of scientific and standardization of its work will be enhanced.
