With the deepening of globalization process, exchanges between countries have become increasing and frequent in knowledge, technology, culture and so on, especially the extensive sharing of academic information which plays an important role in the progress of science and technology. As a major producer of knowledge, universities also hope to have a free, shared space for academic exchanges. However, commercial publishers make use of the drawbacks of traditional copyright system so as to earn more profit. After granted a copy right by the author, they rise prices of academic journals, and they also limit academic information dissemination on the Internet through technical means. Therefore, universities and the public have to pay high cost if they want to use the academic resources which lead to enormous obstacles in academic information communication. The rise of open access based on Internet technology provides a new model to resolve communication barriers in academic resources. Harvard's open access policy caused a sensation in the academic community, which brings a positive impact on reforming the traditional copyright system and promoting open access movement.First, this paper reviews the emergence and evolution of copyright, introduces copyright protection regime as one of the traditional legal system which play an important role in technological progress and human development; In addition, it gives a description of the emergence of the Internet impact on the traditional copyright system, and also a simple sort in the copyright system between Chinese and American universities. Then, in view of the copyright issues in the Internet age and the plight of academic exchanges, the paper proposes the new solution——open access policy. It also gives an introduction about the rise and development process of open access. In this part, it also describes the implementation of open access policies in American Universities, as well as the university's response to this policy. After then, the paper emphasizes on the analysis of the way that open access have adopted in overcoming academic barriers in information dissemination and resolving the copyright issue, as well as the resulting effect of this policy. Finally, the study summarizes the implications of open access policy, and the author proposes some suggestions about reforming our copyright system of university which make open access as a starting.
