Research On The Involvement Of Social Forces In The Governance Of Public Crisis

Crisis has become normality of the world today.It is an important task of the governments to manage crises properly and effectively, and the performance has turned into a primary measure to evaluate the government's ability.It is practical and critical to make a research on how to bring social forces into play and make full use of them during the process of crisis governance.This paper first review the literature of public crisis management,elaborate some relative conceptions,and analyze the basic situation of the Chinese goverments'management,which lead to the theoretical basis and realistic requirements of the involvement of social forces.On that basis, introduce some advanced experiences of foreign countries,then taking the Wenchuan earthquake as an example,analyze the main problems and reasons,bring forward the following 7 suggestions:to cultivate the emergency culture system,to strengthen the communities,to make full use of NGOs,to develop charities,to engage corporations into schedule,to enhance the emergency communication and to attach importance to the role of religious groups.
