With the catastrophic events such as tsunami,earthquakes,terrorist attacks,financial turmoil,and SARS appearing in the public attention,public crisis has become an important non-traditional security issue in the world today.Its public security and social stability in relevant countries will undoubtedly bring about various degrees of shocks and destruction.Crisis governance has become an important part of national social governance.As a "third-party force" apart from the government and enterprises,non-governmental organizations are valued and concerned by the international community for their unique role and outstanding performance in participating in social governance and responding to public crises.This paper is based on the theme of NGOs and public crisis response in the context of social governance innovation.From the perspective of non-traditional security response,we use civil society theory and multi-center governance to analyze the relationship between non-governmental organizations and public crisis response.Discusses the feasibility of NGOs participation in public crisis management and the role of NGOs in crisis prevention,disposal,and follow-up management and etc.Accordingly,in the context of our current advocacy of social governance innovation.Difficulties,lack of independence and professionalism,single source of funding sources,and low social credibility have been analyzed.According to this,it is proposed that NGOs should increase government support,improve relevant laws and regulations,enhance the ability of NGOs,and strengthen cooperation with international NGOs and other specific countermeasures,to achieving the vision of enhancing the overall effectiveness of NGOs participating in the management of public crisis and maintaining the stable and healthy development of the society.
