Since the reform and opening up, the economics of China has developed rapidly, and made remarkable achievements. But in the process of rapid economic development, not only the potential social risks are increasing, but the range of public crisis happens frequently, which cause a serious negative impact on the country's political, economic, security, etc... The characteristics of unexpected, highly destructive and time urgency of the public crisis make us resolve it quickly and effectively to stabilize the social order, to achieve a harmonious society. In past, the government was the main body to face public crisis, but the limited nature of the government determined the government can not solve all the problems. With the development of civil society continuing to mature, non-governmental forces has played a more and more important role in response to the public crisis. Especially in the social mobilization, the forces of civil society close to the people and in-depth grass-roots level, have a unique advantage in resource mobilization and information communication, so the social mobilization of popular forces in public crisis management capacity cause for concern day by day. However, because the study of crisis management in China started late, stages of crisis response for the mobilization of the public also only stay in the political mobilization, so how to play the advantages of non-governmental forces and to make social mobilization as a useful complement to political mobilization become a research focus of this article.This first chapter of the paper introduction section has a carding in research purposes and values, research results at home and abroad systematically. Chapter two of this thesis involved in writing some of the basic concept of the definition and the theoretical foundation, including the concept and the division of stages of the crisis management, the definition of the mobilization and classification. And through the analysis and comparison of different types of mobilization methods, there are some drawbacks in political mobilization and administration mobilization that most commonly used in the stage of response to public crisis, in need of social mobilization to supplement timely and effectively. This third chapter elaborated the social mobilization as an important supplement in the public crisis response phase, and defined its subject and object clearly, while theoretical analysis of the necessary of social mobilization by a non-governmental forces in public crisis response. This fourth chapter, based on the studies on specific case, compared the Tang Shan earthquake, SARS, and Wen Chuan earthquake in the mobilization mechanism, discussed the functions and deficiencies of the mobilization mechanism in detail of different periods, and analyzed the problems in China's current social mobilization mechanism, and then addressing these issues to find the reason of affecting our social mobilization in public crisis response phase. Finally, in the last chapter, to the questions of inadequate capacity for social mobilization, poor information communication in the mobilization, disorder of social mobilization combined with the specific characteristics of our public crisis, the author puts forth some specific suggestions to improve social mobilization abilities in our public crisis response stage.
