A Research On International Arms Control In Outer Space Based On The Development Of Outer Space Military Equipment Of The U.S.

Outer space arms control began in the 1960s. Owing to the development of the international politics and military spaceflight technology, the original mechanism has exposed many aspects of flaws. In order to ensure the peaceful exploitation of outer space, we urgently need to promote international efforts. U.S. is the all-around champion in the field of Military Spaceflight Technology, and it spares no effort to seize the high ground of military strategy and obtain"absolute hegemony"in the field of outer space. Therefore, to promote the development of outer space arms control, we must face the challenges brought by the United States and prepare corresponding measures.The starting point of studying the issue of outer space arms control is power construction, and the stay point is to explore routes to promote the development of outer space arms control. Realist Constructivism is the latest theory in the field of International Relations. To analyze the issue of outer space arms control based on the"Power-Construction"theory of Realist Constructivism, it involves 4 types of power:"Compulsory Power","Structural Power","Institutional Power"and"Productive Power". Beginning with these types of power, we can find 4 logical relations:â‘ Due to U.S. pursuit of outer space"absolute hegemony"and the increment of technology and compulsory power, the strategic stability of outer space has been destructed(the imbalance of compulsory power);â‘¡Because of the difficulty in building outer space balance, the"prisoners dilemma"in outer space cooperation, the risk of arms race in outer space has been increased (the deletion of structural power) ;â‘¢Because of the lack of the limitation of outer space military use in international outer space laws, and the expansion of U.S. military equipment in outer space, the space debris has been increased, and the environment crisis of outer space has been intensified (the lack of institutional power) ;â‘£Due to the semantic fuzziness in outer space arms control rules, the Civil-Military Dual Use in American outer space leading technology and the complexity of American outer space military equipment, the difficulty in distinguishing of space military equipment has been increased (the"aphasia"of productive power). Corresponding to the mentioned analysis, we can also find several ways to promote the development of outer space arms control, they are:â‘ Using compulsory power to inhibit U.S. outer space hegemony;â‘¡Using structural power to optimize outer space power pattern;â‘¢Using institutional power to improve outer space international regimes;â‘£Using productive power to build outer space security identification.In general, because outer space has the attribute of common interest of the human beings, the responsibility of outer space arms control doesn't belong to just one international organization or certain aerospace great powers, it belongs to all countries. Tracing to the source, only through using multi-efforts to inhibit outer space hegemony and constructing a new relation of outer space power interaction, can the international society make a real breakthrough in outer space arms control.
