Research On The Public Effective Participation In Urban Planning Of Our Country

As the rise of civil society, public participation in public affairs decision becomes anecessary tendency. In the current, our country urbanized development into the rush hour,make the city management face new challenges, and put the city planning and executionforward higher request. Urban planning as a public policy and government function,safeguard the public interests, in relation to the immediate interests of the citizens.Exploring the public participating effectively in the city planning can ensure the sciencereasonable of city planning, improve the quality of life, promote the city development andachieve good government and citizen interactive cooperation. This paper discusses thepublic participation in urban planning, aims to promote the public participating effectivelyin the urban planning, make public participation play beneficial effects.This paper uses methods of the literature analysis, comparative analysis andqualitative analysis. First, on the basis of reviewing and studying a number of relatedmaterial, this paper introduces the main western developed countries' represent of thepublic participation in urban planning of the United States, Britain, Germany, Canada.Compared to its characteristics and common ground, I conclude their inspiration toChina's public participation in urban planning in hope that it can be used for reference.Secondly, through the questionnaire, interview and investigation, after the qualitative andquantitative analysis, it puts forward the problems of public participation in presentsituation. Finally, based on the existing problems, Thomas effective decision-makingmodel will be used in the public participation of urban planning. From the view ofmanagement and decision making, this paper constructs effective management model ofthe public participation in urban planning. In constructing the model, it includessecurity--participation, field-participation, way-effect, evaluation of thought. Then itproposes the countermeasure to change the public participation in urban planning by staticone-way decision mode to the effective dynamic management model.
