| Since the sixties and seventies of the twentieth century, with the rapid development of electronic information technology represented by TV, telephone, computer network and the appearance of western tradition representative democracy deficits, the new form of "Electronic democracy" comes into being to promote political democracy using electronic information technology. Almost at the same time, along with the rapid development of communications information technology and the continuously profound changes of social media forms undergoing, "new media" represented by the Internet gradually replace newspaper, radio, television and other traditional forms of media and begin to enter the social lifes, it has a directly tremendous impact to the public lifestyle and the behavior of government's public administration.Since the reform and opening up policy, along with China's rapid economic development and its great success, the contemporary China is unconsciously entering the transition period of social and political fields. In the process of building democratic political civilization construction, how to use the advantage of technology and social development, the significance and feasibility of e-democratic development are reviewed from strategic perspective in the context of new electronic media and thus practically developed approachs are proposed, it has a great significance to swiftly become a integrated great power for new century China.In this paper, basing on the theory of democracy and combining with the advanced development of domestic and international experience in related fields and the actual situation in China, theory with practice, firstly it is started from accurately grasping the specific connotation of "electronic democracy "and "new media" and deeply analyzing development status and social influence of e-democracy between home and abroad; Secondly, it is turned point by the high political enthusiasm of our contemporary society citizens and the rapid development of Chinese society new media, so it is pointed out that the construction of contemporary Chinese e-democracy faces good development opportunities in the context of new media; then, combining the achievements of Chinese information technology, the development situation of E-government, the development environment of democratic political,new media development condition in various fields, the feasibility of building Chinese e-democracy in the context of new media is closely analyzed from two major aspects of theoretical feasibility and practical feasibility; Finally, integrated construction methods in the context of new media are proposed from four aspects of political environment improvement, technology application mode, media literacy and legal regime guarantees ,and it will provide new perspectives and positive recommendations for the further development of Chinese democracy . |
