The18th Congress of China’s Communist Party put forward that "We should improve the system of grassroots democracy. We should improve the mechanism for community-level self-governance under the leadership of community-level Party organizations to make it full of vitality. We should broaden the scope and channels of such self-governance and enrich its content and forms, with the focus on expanding orderly participation, promoting transparency in information, improving deliberation and consultation on public affairs, and strengthening oversight of the exercise of power, to ensure that the people have greater and more tangible democratic rights." Implementing the guiding principles of the Eighteenth Party Congress, and propeling democracy at village and community level have a very important significance to strengthen the Party’s governing capability,thoroughly implement the Scientific Outlook on Development, promote building new countryside and building a harmonious socialist society.Based on Tongcheng Town investigation and study on the construction of rural grassroots democracy, using literature analysis method and the interview survey procedure, elucidate the basic connotation and denotation as well as the theoretical basis of the countryside democracy at the grassroots level construction. The results of the survey pointed out that the current rural mainly exist in the construction of democracy at the grassroots level, such as the family clan, canvassing phenomenon of bribery, the democratic supervision mechanism, the democratic decision-making process, the villagers’democratic consciousness, the villagers’ participation channels and other issues. Among them, the traditional concepts and the effects of the rural clan force, lack of powerful supervision main body and the villagers own weak democratic rights consciousness are important factors of hampering the further development of democracy at the grassroots level construction. As for this, the author analyzes the reasons for restricting the construction of democracy at the grassroots level from the aspects of cultural, political, economic, social, and points out that strengthening the construction of rural grassroots democracy, must be more measures simultaneously, through the development of rural economy, to strengthen the villagers education, expanding propaganda guide enhancement general villagers’ democratic consciousness, through the improvement of democratic election, democratic supervision, strengthen democratic decision-making such as perfecting the system of countryside democracy at the grassroots level, through the relationship between county-rural, adjust the relationship between the, perfect the relevant regulation and improve the mechanism of democratic rights.Paper mainly includes six parts, of which the first part of introduction mainly introduces the research background and significance of this article and the research both at home and abroad; The second part is mainly theoretical analysis of the countryside democracy at the grassroots level construction, introduce the basic theory of rural grassroots democracy construction; The third part of the Tongcheng Town farmers situation analysis for the construction of democracy at the grassroots level, analyze the basic situation of Tongcheng Town, the countryside democracy at the grassroots level construction situation and existing problems; The fourth part mainly elaborates influence and the main factors of restricting the rural grassroots democracy construction situation; The fifth part, mainly discusses advances countermeasures for the construction of rural grassroots democracy; The last part of article is the thesis conclusions and prospect.
