With the rapid development of international trade, the trade friction between the United States and China is increasing. The U.S. frequently use the protectionist measures to avoid its domenstic industry being damaged by the imported products, anti-dumping investigation is one of the important means. From early 1995 to the first half of 2010, the total number of the U.S. registered anti-dumping cases reached 101, nearly one fourth of the total. Once the Chinese enterprises are lost in an anti-dumping lawsuit, it will directly turn out that those involving companies must pay a huge sum of anti-dumping tariff , suffer a serious decline of their market share, or even be completely squeezed out of the U.S.market. Thus, U.S. anti-dumping issues and China coping strategy are key subjects to be worth studying.From the legal point of view, this article penetrates to analyse the harm and the origin of the U.S. anti-dumping to China , and put forward some suggestions for the analysis. The article consists of five chapters: The first chapter summarizes the current situation of the U.S. anti-dumping, analyzes its recent characteristics. Chapter two gives a detail introduction on the law system and the development process of both the United States and the WTO anti-dumping. The first part of Chapter three analyzes the economic and political reasons of the U.S. frequent anti-dumping investigations to China from the macroscopic level; the second part focuses the specific provisions of U.S. anti-dumping law, respectively, depthly analyzed the four key points including normal value, non-market economy status, separate rates and the causality with some cases. Chapter five discusses how to deal with the U.S. anti-dumping and what measures should be taken from the level of our government, the enterprise and the middle layer of society - trade associations levels, and gives some policy recommendations.
