E-service is a higher level of e-Government Affairs and e-business-based publicservice, which is necessarily a choice of oriented government. E-service develops quickly,changes the habit of the public, and influences the service behavior of government andenterprise. By means of internet, it is more convenient and efficient than traditional media,such as bulletin of the local People's Government to announce news, magazine, broadcast,television.E-service in abroad, like posts and banks, develops earlier, more advanced, and morewidely in application. But in China, researches in this field are few and most of researchesare about e-business Moreover, most of the researches in china are not normativeempirical study, but conceptual qualitative achievement. This thesis aims to offer e-servicebased on the theoretical researches that related to daily life, such as e-medical,e-community, e-financial.Based on e-technology, this thesis analyzes the evolution of e-service, generalizes thesuccessful experience in e-service, classifies the unique e-service development model inChina, discusses the strengths and weaknesses on its own and also the externalopportunities and threats (SWOT), points out the significance of the study. Themethodologies employed in this thesis are interview, investigation and case studies. Thisthesis builds citizen-centered e-service development pattern in combination of researchesand theories. And the seven specific service directions are clarified according to thepractical situations in Qin huangdao. The author hopes that this thesis can benefit thee-service in Qin huangdao, which can have a bright and all-around.
