The party and state's selection of outstanding college graduates to work at the basic units has great strategic significance and far-reaching political implications. Selected students have gone through a number of different development stages and a wealth of practical examination. Their working experience has been constantly improved and deepened. The number of selected students has expanded, and various politics of recruitment, management, training and use of selected students has been constantly improved.20 years have passed since the work of selecting students was restored in Qin Huangdao in 1998. The local Party Committee have attached great importance to the work of selecting students, and The Organization Department at all levels as macro managers of selected students implemented the central and provincial policies on selected students while at the same time constantly exploring new ideas and new methods in practice.However, in face of increasingly complex forms and missions, there are some new problems and challenges for the work of selecting students, and some obvious phenomena including constantly reducing enthusiasm of selected students, generalizing workflow of selected students, heavy emphasis on recruitment but neglect of management, stress on training and ignorance of using, etc. This paper analyzes the current situation of selected students in Qin Huangdao. Detailed statistics and investigations are made of the team structure, distribution and circulation of selected students. Moreover, their main practice is carefully combed and the main problems existing at work and the causes are analyzed. In combination with actual work, this paper puts forward comments and recommendations regarding the work of selected students, helps the group of selected students and relevant management departments to transform misunderstanding at the cognitive level, and presents improvement approaches in regard to system design, policy implementation,upstream control and guidance of public opinion, among others, in the hope of enhancing the scientific and standardized levels of selected students' work and maximizing their work potential, so that selected students' work can drive Qin Huangdao cadre teamconstruction. In addition, it aims to point out the basic directions for selected students to improve themselves.
