The Study On E-Government Evaluation Of Municipal Government In China

As the key project of "information highway", E-government can improve theworking efficiency, promote the exchange between our society and governmentomni-directionally and strengthen the capacity on managing the social affairs of ourgovernment. However, from domestic and foreign practice, E-government has thecharacters such as highly risk and high rate of failure. Therefore, we must pay greatattention to the E-government performance evaluation. The development of E-governmentperformance evaluation of the municipal government in our country is not optimistic now.Centering on the development of E-government affairs in our municipal city, this paperdiscusses some practical problems of E-government performance evaluation and providessome theoretical advices.E-government performance evaluation research of the municipal government in ourcountry, which can be analyzed from four aspects. Firstly, this paper describes thebackground and significance of issues, research status, research framework andmethodology. Secondly, starting from the concept of E-government evaluation, clarifiesthe theoretical basis on E-government evaluation and emphasizes the development ofdomestic and international E-government evaluation process. Thirdly, analyzes thedeveloping status on E-government evaluation, introduces the major factors whichaffecting the E-government evaluation on the base of present achievements and takesE-government affairs construction of Qingdao city for example. Finally, for E-governmentevaluation problems of our municipal government, this paper provides understanding wayof thinking and concrete measure.This paper mainly uses the material analysis, case analysis and comparison analysis.Strengthening E-government evaluation theory and research, is becoming priority of themunicipal government E-government. The government must play in leading role, andmakes a series of legal system as a strong backing, and make good use of the thirdorganization's professional ability and public's supervision, so as to promote thesustainable, rapid and healthy development for E-government performance evaluation ofthe municipal government in our country.
