Direct control of county reform is the concrete practice to implement the scientific concept of development, lining with this stage of China's market economy and social development law,it's a realistic choice to solve the financial difficulties of counties and townships,to solve the co-ordination of urban and rural development and to solve rural issues,.Article is based on the relevant theory of the economics and management,compositing domestic and foreign literature,comparing city, county management system and direct control of the county system, revealing the shortcomings of city, county management system and the feasibility and necessity of direct control of the county systems in market economy.Generalizing dynamic domestic and international levels of government reform and mode of the direct control of the county system in China,and focused on the content and mode of the direct control of the county system in Zhejiang and Hainan, highlighted background, the reform of the status quo, the practice of reform, economic performance and pilot experience of Yunnan province. Using econometric models to find factors affecting the reform of the county, come to appropriate to promote the reform of the counties in Yunnan Province in the next stage by using the cluster analysis. finally,come to the policy recommendations.of Yunnan provincial counties reform.
