The relationship between cities and counties not only is an important part in intergovernmental relations, but also plays a crucial role in the development of urban and rural integration The coordinated development of cities and counties requires to achieve a win-win cooperation between the central city and surrounding county regions in economy, society and politics. Therefore, the positive interaction between cities and counties concerns not only the rapid development of the economy and society of cities and counties, but the overall urban-rural development and achievement of the target of regional coordination. The relationship between municipal and county government is always in dynamic adjustment in our country, so the competition and cooperation between cities and counties won’t develop in a fixed pattern without any changes. Facing the gradual prominence of the disadvantages of "city administrating county" system, all provinces throughout the whole country are actively exploring the reform of the system of "province administrating counties directly", and have launched different ways of reform practice like the reform of financial province administrating counties directly, empowering county rights for prosperity, and strong county empowerment, which, generally speaking, is transiting gradually from the system of financial province administrating counties directly to administrative province administrating counties directly. According to two important dimensions of the reform of province administrating counties directly--finance and administration, this paper marks out three different models of competition and cooperation between cities and counties in light of whether the finance is independent and whether the administration is separated:the model of competition and cooperation between cities and counties under the system of city administrating counties, that in the transition period of the reform of province administrating counties directly, and that under the system of province administrating counties directly. According to the opinions of resource dependence theory, none organization can possess all the resources for their own development, but must rely on the organizations who hold other resources in the environment. With the change of environment, the organization will adopt different strategies and ways to adapt to the environment. Based on the perspective of resource dependency theory, this paper analyzes the competitive and cooperative relation between cities and counties under three different models, compares the difference and similarity on the basis of finding their own characteristics, and points out the direction for reforms in the future.The following conclusion is obtained by comparative analysis:under the government-dominated model of competition and cooperation between cities and counties, the mixed one and market-oriented one, if only the role of the government or market is brought into play, it is hard to achieve the coordinated development of regions, and only by combining the function of the optimized allocation of market resource with macro-control by government, and actively introducing social organizations to participate into the coordination can the win-win cooperation of cities and counties and coordinated development of regions be achieved. In the end, this paper proposes the countermeasures and suggestions of transferring government functions, relocating the role of government, constructing cooperation platform and bringing the role of social organizations into play.
