Career planning is an important aspect of modern human resources management, effectively carry out professional planning, not only benefit to the success of individuals career goals, but also to the realization of the organizational goals. Importing the career planning concepts into this specific county CYL Cadres, which is a exploration result in the group's own construction from the management concept of human resources, it is different from previous innovation of personnel management.This article describes professional career management of the county CYL Cadres, which are special career groups. The theoretical basis of this article, including career--people matching theory, career development theory, rational decision theory and double factors theory. By using literature study and survey form, make up the survey of county CYL Cadres'career management, including natural situation, status of work, career cognitive related options etc. Test objects were all the CYL Cadres of the 14 counties in Dalian,84 questionnaires were given back. Analysis of the survey, the current situation and problem are mainly in the insufficient organization display, career planning lack of technical support; and dated management method, need to improve and incentive the mechanisms of innovation; Lack of self- cognition, has not been set up self planning system etc. For solving the problems, measures proposed include three aspects. First, on the organization level,should play a competent department functions, broaden pathways of the CYL Cadres development, environment. Second, on the personal level, it is requirement that establish a goal which pragmatic, correspond to the organization development, and improve their comprehensive quality gradually. Third, set up subsystems of information, consultation, and evaluation, and establish the technical security measures.Reasonable, systematic development of county CYL Cadres career planning, which is benefit to fast reserve cadres training of the party organization, to enhance the efficiency and sustainable development ability of cyl cadres, is benefit to the growth and development of cyl cadres. County under the economic background, it has a special meaning to complete career planning of county CYL Cadres.
