Research On How To Improve Environmental Administrative Guidance

With China's rapid economic development, environmental problems are more and more serious and environmental protection has become a topic of the times. Environmental administrative guidance, as a new means of environmental administration, plays an active role in the environmental protection of china.Environmental administrative guidance appears in the late 70s early 80s last century and China's research on the system of administrative guidance is from then, which is relatively late. It is not mature no matter in theory or in practice and has not established a sophisticated system, which will certainly affect the function of environmental administration guide. Therefore,it is necessary to make some advice to improve the system of administrative guidance.This paper made a clear theoretical analysis, situation analysis and international comparison for the administrative guidance system based on the integrating theory with practice and gave some perfect suggestions for the administrative guidance of environment system based on the conclusion of administrative guidance system environment from home and abroad. It is divided into three parts including introduction, body and conclusion, of which the text is divided into three chapters:The first chapter, In this chapter, the paper presents the basic problems of our country environment administrative guidance system. In this part, the concept of environment administrative guidance is first introduced and then its characteristics and expressive forms. Secondly, the features of it are analyzed. Thirdly, from the perspective of jurisprudence on the theoretical basis of environmental administrative guidance is discussed. In the end, the function of environmental administrative guidance are expoundedThe second chapter presents the situation and major problems of our country environment administrative guidance system. This part firstly introduces the situation of environmental administrative guidance system, then this paper presents the current situation of Japan, the USA, Canada and France's environmental administrative guidance system, and points out the experience which is worth learning for our country, finally the paper analyzes administrative guidance system, and indicates that the main problems of our country's current environmental administrative guidance system and the reasons caused by the problems.In the third chapter, this paper mainly introduces the perfection of our country environment administrative guidance system. This part is mainly tries to perfect this system from the two aspects of program design and relief of environmental administrative guidance, aiming at the main problems of China's current environmental administrative guidance system which mentions in the second chapter.
