The Perfection Of The Eviromental Responsibility System Of Our Enterprises With The Perspective Of Low-Carbon Economy

In the low-carbon era, enterprises are the most important economic agent. Their production and business operation activities play a vital role on the happening and development of the environmental problems, will directly affect the realization of the low-carbon economy goal, and enterprises fulfill the environmental responsibility is the important basis of achieving a low-carbon economy target. Therefore, enterprises fulfill their environmental responsibilities can promote the development of the low-carbon economy to realize, and has an important significance for climate change. Similarly, the innovation of the legal system to develop the low-carbon economy will greatly promote and guarantee the realization of enterprises'environmental responsibility.But at present, the environmental responsibility system of enterprises in China is still in the exploration and pilot phase, especially in such a background of the low-carbon economy, and compare the overseas enterprises'environmental responsibility system with Chinese, there are many lack in the responsibility system, so perfecting the environmental responsibility system of our enterprises under a low-carbon economy become the main purpose of this paper study. The first, the author provide a comprehensive introduction to the foundation of a low-carbon economy and corporate environmental responsibility system and their dialectical relationship. The second, from a low carbon economy perspective to discuss what major environmental responsibility of enterprises shall bear. The author from the purchase, production, transportation, sale and the entire process control aspects analyzes the environment responsibility of the enterprises assume. Then, studies the enterprises' environmental responsibility system of Chinese and foreign countries in the process of developing low-carbon economy, implement the environmental responsibility system of enterprises from abroad,hoping to some enlightenment to our country environmental responsibility system of enterprises for perfection, so as to promote the development of the low-carbon economy. Finally, from three aspects to discuss the perfection of environmental responsibility of enterprises in china, based on the experience of foreign countries'corporate environmental responsibility system. One, introduce low-carbon economy idea to perfect the government supervision and incentive system for energy conservation and emissions reduction. Two, for the core of saving energy and reducing carbon to perfect enterprise's management system. Three, establish Environmental public litigation system to better public participation in the supervision system and form a whole legal system, to promote the enterprise to implement environmental responsibility to achieve the low-carbon economy target.
