Coal industry is the pillar industry for Shanxi Province, whose development is featured with traits of low, small, scattered, and more for quite some time. Although coal industry can bring about some certain economic interest, disadvantages of development situation in Shanxi Province are extremely apparent. In recent years, Shanxi Province has made much effort in pushing integration of coal resources forward and enhancing development level of coal industry. It has tried a lot. Because there are defects in autonomous adjustment in market, it is not realistic to depend on autonomous adjustment of market for coal enterprise's merger and reorganization. It is necessary for the government to intervene and exercising macro control. It should offer guidance in policies and laws to enterprises. That is, the government should play a leading role in the merger and reorganization of coal enterprises.
