The transition of industries of resource-dependent cities poses as one of China's central economic problems in a fairly long time ahead. Such resource-dependent cities suffer a lot from their single industrial structure with lagged industrial chain and severely polluted environment, and some mining areas do not enjoy a superior location, all of which resulted in low economic return. Thus most resources cities will find no way out if just they are left under the spontaneous working of market mechanism without public policies of local governments at varying levels.To tackle the problem of economic transition of resources cities, government' predominant role is high on the list of priorities in our study, after which coming the analysis of technical problems in transition. By contrastive study of other developed countries experience and our resources cities'problems in economic transition, this thesis is working at exploring some feasible measures under government's maneuver for resource-dependent cities, in the hope that the findings of this work can be of help to resource-dependent cities in their economic transition in our country.This thesis starts from the work on the connotation of resource-dependent city. Besides, it dwells on the theoretical and realistic values of this study, with a brief description of research methods, purposes, frameworks, innovations and weak points. Then this thesis sets on the necessity of transition of industries of resources cities go on under the governments'lead, and lists the achievements we have got under the governments'lead in the transition of resources cities. In the third part, the writer dwells on the difficulties and problems which the governments are facing in the transition of resources cities and tries analyzing the reason of these problems. In the 4th part, by stuying the governments'experience in resources cities in other countries, the writer lists some good points beneficial for our transition. In the fifth part, the writer gets the solutions to the problems. Finally, the thesis comes to the conclusion that the transition of industries is more a problem of government management. And this decides resource-dependent cities when making their transition strategies and how to give full play to Governments'leading role should be their top priority, and then get down to specific jobs of economic transition, based successful experience abroad and local conditions.
