The Study On The Civil Deliberation Of Democratic Administration In China

Under the influence of decentralization wave and the new public management movement, the relationship among the government, citizen, non-governmental organization is redefined and the center of social management is beginning to change from "government began" to "civil society". The economic system transition and political system reform of our country brings the development of civil society and the appeal to the civil rights. Facing the new problems proposed by the internal and external environments, Our government faces the new challenges of the public management function. In order to meet the need to change the governance mode by the government, in this paper, we have the theme that public management responsibility should be undertook jointly by the whole society and try to find the reasonable social governance type which accords with the modern democratic administrative requirementsThe article is divided into three parts. The first part summarizes the basic theory and induces the connotation, element, operation framework of the democratic administration and the concept, characteristics and significance of citizen consultation. It also dialectically analyzes the value of the paradigm of civil consultation for the development of administrative democratization, The value is that the targets of democratic administration include the goals of citizen consultation. Citizen consultation is helpful for the standardization of democratic administration. Though we have learned the western theory,Whether that is suitable for our democracy management depends on the In-depth analysis of the realization way of China's and western government governance and citizen consultation practice.The second part is the core of this paper, it analyzes our democratic administration and the realistic situation of the development process of citizen consultation. It studies the development and achievements and existing problems of democratic administration and citizen consultation. It also analyzes the causes of the problem and researches the development regularity of citizen consultation under the background of our social morphology and democratic reform of government management. Firstly, the government continues to bear the daily public service function, it also performs new functions such as coordination and cooperation in the development of society. Secondly, citizen consciousness, ability to participate and activism of the citizen must be improved.The third part tells us how to keep the healthy development of citizen consultation in the process of civil administration. In order to establish the government service which is needed by the practice of citizen consultation, the paper tell us how to build the democratic administration mode through government reorganization, administrative decentralization reform and the formation of the good partnership with civil society. In order to realize effective citizen consultation, this paper designs supervision and the safeguard mechanism which is favorable for citizen consultation on the base of the research of negotiation theory, the culture popularization of citizen consultation, and the complete implementation of cultivation measures of consultation participating subject.With the development of social democracy, our government changes from the original daily affairs management to decision-making coordination management; from the administrative mode of command to promoting social cooperation between multiple subjects.
