What kind of Citizen Participation is needed for China, the largest developingcountry in the world is a complex problem. It depends on the stage of China’smodernization and its characteristics, as well as the development of political system inChina. Comprehensive modernization is the primary goal of China, which developspolitical system to serve the goal. As the requirement of modernization, citizenparticipation can lead to the expansion of democracy and will also increase the risk ofpolitical disorder.Basically, citizen participation is the foundation of a democratic system, which isthe sign of democracy. However, the more number of citizens to participate in doesn’tmean the higher level of democratization. The balance and institutionalization of politicis the key of the expansion of political participation. The institutionalization andlegalization of political system is the most important matter on the risks and problemsof synergetic development of politic, economic and social. The theoretical support,institutional innovation and procedure design of citizen participation mechanisms is alsoa very important part. Deep understanding of citizen participation in China andconstruction of excellent participation mechanism can help to form a citizenparticipation system with Chinese socialism characteristics.
