Housing is relationship the quality of people's survival and livelihood, relationship the well-being of people's survival and livelihood, is people's dream that always ursuing. Nowadays, the whole nation are all concerning about the housing problem, but the core of the problem is how to reforming the housing system and arranging the institution effectively. Affordable housing system is the major measures our country taken on the housing reform after the abolition of welfare housing system. This paper, stand on objective perspective and rational thinking, from the legal angle, introduced the conception, characteristics, historical changes and institution framework of our affordable housing system. From the dialectical thinking, indicated the achievements in the development process and the problems accompanying with of our affordable housing systems. With developing sight, analyzed and drawn the housing security system of Netherlands, Spain, the United States, Japan, Brazil, Malaysia, and India. From the original of protection and China's conditions, provide some legal advises in order to reforming and advancing our affordable housing system.
