Housing Guarantee Policy Research Of The Chinese Army

The housing is a basic material conditions and everyone has the right to own his house. Housing problem is not only an economic problem but also a social problem at any time for a country. At the moment of reform and opening and reinforce comprehensive national power, to provide the medium or low-income stratum of the whole society (including the army) with necessary social security and solve the housing problem of families with housing difficulties in the whole society (including the army) is an important content to deepen the housing system reform, establish and improve housing supply guarantee system and it is also the inner requirement of building harmonious society. In recent years, there's an increasing supply-demand contradiction in some units of the army. The housing problem has already influenced the officers, soldiers and staffs spirit of devotion to work on a certain degree, and then the consolidation and improvement of the military battle power, which will ultimately affect the modernization of national defense and military. So solving the housing problem of officers, soldiers and staff has a social realistic sense.The housing guarantee system is one of the core contents of the housing policy for the government and the army of all countries. More and more countries drew up specialized housing development plan and policies to resolve the housing problem of active army and veterans. This thesis makes a literature review of the military housing guarantee correlative theories, take America, Russia, France, Poland and Turkey as examples, introduces the successful experiences of foreign armies and got some correlative implications. Currently, to alleviate the housing problem of army officers, the measures of Chinese army housing guarantee system is to apply combination of apartment housing and affordable housing as the guarantee mode. At the same time, there're some problems during the implementation of housing reform policy such as the lack of consistency and rationality between old and new policies, the faultiness of housing subsidy system, the low socialization degree of the construction and management of affordable housing, the high occupancy of apartment housing and leasing without authorization. What's more, the problem of army running society has not solved yet, which requires us to think and research deeply on active Chinese army housing guarantee system. Consequently, to solve kinds of problems in military housing field and form a more scientific and rational Chinese army housing guarantee system and operation mechanism has become a fatal realistic problem to research further for the army to actively participate in building harmonious society.With the methods of theoretical research, comparative studies and empirical analysis and the basic tenets of economics, management and sociology, this thesis makes a comprehensive evaluation on housing welfare and the guarantee mode of foreign military and a systematic research on housing guarantee policies and model system of Chinese army. On the basis of previous theories and experiences of foreign military housing guarantee policies, this paper takes our national and military conditions into full consideration and carries out the research results by comparison and analysis. The results include policies and advise on the improvement of Chinese army housing guarantee system and measures of effectively solving housing problems of officers and soldiers.
