With the development of cities,house is a hot topic.Housing is the basic condition of human existence,which is one of the basic rights. Facing the high prices, having a house is every family’s dream. In any countries and regions, in addition to high income and some middle-income families, most of the low-income family mainly dependent on government funding to solve the housing problem and improve the living conditions.In the1990s, China live project started. In order to meet the needs of low-income residents in housing, affordable housing arises at the historic moment. In the development of affordable housing for nearly20years, economy applicable house occupies an important position in the improvement of the living conditions of some residents, restrain the house prices, but it has inevitable limitations. The number of economy applicable house is hardly applicable to meet the requirements of the citizens to balance supply and demand; affect social fair distribution of resources, which is unfavorable for the healthy development of real estate market in the long run; in the distribution produces power rent-seeking, state-owned assets loss, the government putting in and the beneficiaries does not match...... These problems restrict the development of the economy applicable house. In order to improve coverage affordable housing, according the different income levels and groups,Low-cost housing, and rent and price fixing the commodity house gradually appear. The emergence of affordable housing has profound social background and theoretical basis. It is the result of social, economic and cultural, and it can come from a fair distribution theory, social security theory and housing of filtration theory. But in construction and distribution of affordable housing in Qingdao city, there still exist many problems, and the reasons is various, such as construction of land and financial problems, distribution of the application requirements, the government’s breach,the exit mechanism in management lacks.Domestic and foreign has many successful cases,which can provide us the experience for reference. The United States, Japan, Singapore, Germany and Hong Kong in development of affordable housing have some common features:the improvement of the legislation, the financial system support, land supply security, multi-level multi-channel housing form.The development of affordable housing is one of the great things about the people’s livelihood.And in relation to the daily life of the residents, it is one of the inalienable rights. Solve the problem or improved housing residents living conditions, is in the topic the urban development,and it is necessary condition in maintain social stability and harmony. Because of the floating population in cities, the imbalance of the regional development condition, looking for suitable for affordable housing policy is a pressing problem Qingdao city. On predecessors’ experience,Qingdao can,combining with the actual situation of themselves,improve and complete affordable housing.In order to make the Qingdao affordable housing better, on the external macro environment, we should make perfect legislation system of affordable housing and financial system, which will provide the system guarantee to the development of affordable housing; The transformation government function, improves the sense of responsibility; At the same time, strengthen the supervision of the external power, forms effective restriction mechanism. In the specific countermeasures, Qingdao should be proform perfect in affordable housing policy goals, construction level, housing types and a fair distribution of continue to adjusting measures to local conditions, the evaluation, according to the changing things constantly adjust the policy, planning the construction of affordable housing.
