Study On Enhancing The Policy Executive Ability Of Chinese Town's Government

Policy Executive is an important component of the public policy process. Strong Policy Executive Ability of government is the important guarantee to achieve policy objectives and spirit of the policy, and also the important guarantee for the Government's legitimacy and credibility. Town's government, which directly faces the overwhelming majority of farmers, is the most basic level government in the government system. And the Policy Execution Ability will direct affect the stability and development in rural areas, social harmonies and development. In fact, most of the policy can not work without the process of town' government policy executive. Therefore, study on the town's government policy execution ability is particularly urgent.In this paper, I study on the town's government, discuss the issue of its policy execution ability, and propose countermeasures. the contents of this paper are divided into four parts. The first part is the introduction, the basic conditions just like background and current research status are introduced. The second part is an overview of the town's government policy execution ability, analyze the main concept of policy execution ability and policy execution ability of town's government,and it Characteristics and Significance. The third part take D town's government in Jiangxi Province for example.in order to explore the problems and causes of power of the town's government policy execution ability. The fourth part presents some countermeasures to to enhance the policy execution ability of town's government, including:nurturing the policy execution culture ability; improve the people's quality who execute the policy; constructing and perfecting the mechanism of town's government policy execution ability; reasonable allocation of the parties interest; reasonablly control the free discretion, etc.
