Research On Improving The Executive Ability Of Shatian Town Government In Northern Guangdong Province

Grassroots governance plays an important role in the national governance system,and the improvement of the execution ability of township organizations is an important embodiment of the modernization of governance capacity.At present,there are still many problems in the governance of towns and villages that are inconsistent with the new situation and requirements.In particular,in the process of implementing policies,the township governments still have problems such as "flexibility and discount",arbitrary implementation and non-implementation.Therefore,it is of great significance and far-reaching influence to study the executive power of township governments in strengthening the construction of the CPC,promoting the modernization of the national governance system and governance capacity,and promoting the implementation of the strategy of rural revitalization.Based on the Shatian town of northern Guangdong for empirical study,this paper systematically sorted out and investigated the objective situation of Shatian town government's executive power by applying theories and methods such as executive power theory and public choice theory.The first chapter of this paper focuses on the realistic background and significance of the research on improving the executive power of the township government.By summarizing the research status of domestic and foreign academic circles,the problems to be studied in this paper are extended.The second chapter,through the author's work observation and interview,found and analyzed the current situation and problems of shatian town government's execution ability.The third chapter,based on the theory of element analysis of policy implementation and the hypothesis of "economic man",analyzes the influencing factors of execution force in shatian town from four aspects: execution subject,execution resource,execution object and execution environment.The fourth chapter puts forward corresponding countermeasures and suggestions from different aspects of implementation,at the same time,providing practical experience at home and abroad.The study puts forward that to improve the execution ability of grassroots government,we should focus on the promotion of execution subject and optimization of execution resources.
