The Discuss On The Current Orderly Flow Of Migrant Workers In China And Its Governance

When a country comes into the process of modernization, large-scale population's movement is inevitable. The Migrant worker is a particular and growing social group that emerged with industrialization and urbanization after the reform. They grew out of the process of modernization of Chinese society, and have become indispensable forces to the process of China's modernization. Migrant workers'flows between urban and rural have played a huge role in promoting our country to realize the urbanization, to narrow the gap between urban and rural areas, to improve living standards of rural economy. They are the connecting link between urban and rural areas. Problems facing by migrant workers are challenges that our country must deal with properly in the current phase and in the future state. These are reasons that migrant workers have become a special group attracted government's attention at this stage.Besides the introduction, the text is divided into four parts.In the Introduction, I generalize the status of migrant workers'flow, and summarize adverse effects of migrant workers'disorder flow on our society concisely. At the same time I point out government's vacancy, dislocation, loss of position phenomenon, in the process of dealing with migrant workers'flow, and extract the significance of this writing and the purpose of this writing.The first part is an overview of the flow of migrant workers, which includes the concept of migrant workers'evolution, definition, and connotation, definition of ordered migrant workers'flow and disordered migrant workers'flow, and importance of migrant workers'flow for our country's socialist construction. Meanwhile, after analyzing the motives migrant workers'flow, I get the conclusion that migrant workers'flow caused by the pull of inflow place and the thrust of the outflow place.In the second part I summarize the adverse effects of migrant workers disorder flow on our society. I conduct a comprehensive analysis of adverse effects of migrant workers'disordered flow through four aspects that is economic, political, social structure, culture and education.The third part I take a deep study of the causes of the disorder of migrant workers'flow. The fundamental reason caused the disorder of migrant workers'flow is China's dual economic structure. Dual economic structure is China's current situation, which is the inevitable result of underdeveloped productivity levels, the imperfect market economy, and uneven economic development. Urban-rural dual economic structure lead to the dual labor market structure, the dual structure of the household registration system, local economy, the dual structure, dual industrial structure and the dual structure of the market system. These are the root causes of the disorder flow of migrant workers.In the fourth part, I try to settle the disorder flow of the migrant workers based on the previous analysis. The governance and social support should be combined, and the basic role of the market in resourcing allocation should take place, while increasing migrant workers'quality and skills.
