Local Party Committee's Supervision Of Decision Research

Supervision is understood to urge and to inspect literally. It is leader's activities' stretching and following-up. Supervision is leadership's important tache and method. It is the concomitant by which the cadres administrate effectively; also it is concomitant of the leaders'decision. At all time and in all the world, all the competent cadres and leader-groups should supervise what they have decided which can ensure their decision and target go smoothly. The process of supervision is process of implementation. General Secretary Hu Jingtao stressed in his speech that the importance of exercising the state power is to get task off on the ground. We must let all the Party members know that the implementation of task is serious in terms of ensuring the smooth realization of Party and state's development goals. In ancient times of our country, Supervision originated from dynasty of Xia, Zhou, and Shang and formed in Qin and Han dynasty. From Qin and Han dynasty to Ming and Qing dynasty, the supervising organizations and institutional systems have been relatively consummate. Since the foundation of Party, the supervising work has been endowed with different connotation, both communist Party of China and its regime have attached much importance to supervising work, which has been regarded as important starting point of promoting principle and policy and fulfilling major decision and significant work.Since Reform and Openness in particular and with the center of Party's work transferring, the task, position and function of Party's supervising work also have much and new change. The supervision organizations have got more and more consummate; the fields of supervision have got larger and larger; the levels of supervision have improved continually; the authority of supervision has got more and more obvious; supervising work has come to perfect, all these have played a positive role in promoting the decision's implementation of Party Committee at all levels.The paper applies the following research methods:theory research method comparative research method, case analysis method and so on. It summarizes the current situation of supervision's theory research and practical development at home and abroad. It studies the basic theories concerned of supervising work and Party Committee's supervising work to decision in particular. It investigates the current situation and ways of doing the supervising work of Party Committee's decision in XinYang city, Henan province. It analyses the existing obvious problems and root causes, and clears the countermeasures. At present, finishing the supervising work is paying attention to nine pairs of relationship, which are "light supervision" and "major cadres", "principle" and "flexibility", "announcing good news " and "announcing bad news ", " a mechanism construction" and "a procession construction". Pushing the supervising work forward can serve the Party Committee's decision better.
