Research On Public-Private Partnerships Of Single-Building Civil Air Defense Projects In Underdeveloped Counties Of Shandong Province

Since entering the 21st century,especially since the eighteenth congress,China's economic and social rapid development,deepening reform and opening up,with the accelerating urbanization process and made great achievements in various fields of infrastructure construction,civil air defense projects construction quantity and area have also made great development.Civil air defense is an important part of national defense.The construction of civil air defense projects is the main content of air defense work,and it is also the main direction for urban development of underground space to achieve three-dimensional development.For a long period of time,the acceptance mechanism has been restricted and the understanding of ideas has been limited.China's single-building civil air defense projects are basically invested by the government.The construction funds are mainly the central and local financial funds,including civil air defense construction fee.For developed cities,the government's financial resources are relatively abundant.The civil defense authorities can use fiscal funds to build civil air defense projects.In addition,the developed cities have a large population,large floating population,strong urban economic development,and high commercial development value for civil air defense projects.It is also relatively easy to build civil air defense projects by public-private partnerships to attract social funds.However,for underdeveloped counties,due to the low government revenue and the serious lack of financial investment,it is very difficult for the government to invest in the construction of civil air defense projects.In addition,the population of underdeveloped counties is small,and the commercial development value of civil air defense projects is low.The financing of public-private partnership in engineering is also very difficult.This has led to the situation that the construction of civil air defense projects lags behind the development of urban construction.Therefore,on the basis of seeing the necessity and urgency of the single-building civil air defense project in underdeveloped counties,it is urgent to summarize the urban infrastructure construction,underground space development and utilization and civil air defense project construction at home and abroad,especially the public-private partnership of civil air defense projects in developed cities in China.The advanced experience analyzes the current situation of civil air defense project construction and public-private partnership in underdeveloped counties,and analyzes the advantages and difficulties of public-private cooperation modes such as BOT,TOT and PPP in underdeveloped counties,and searching for public-private partnership models for civil air defense projects in underdeveloped counties.Therefore,this article takes underdeveloped county-Dong'e county of Shandong province as an example,using literature research,survey research,comparative research and case studies,through detailed data and examples,first define the relevant concepts and established the basic theory of research.Secondly,the paper elaborates the practice of public-private partnership in the civil air defense project of the front square of Dong'e county government.Especially the civil air defense projects in alleviating urban parking,meet the demands of citizens style positive significance,the prevention engineering the basic content,the innovation of public-private partnerships and main advantages of the public-private partnership model exist differences in public and private financing,civil air defense projects construction land problems such as difficult to replicate,lack of professional organizations and personnel,and the problem is the main reason of the relevant laws and regulations is not perfect,the policy continuity is not strong,decrease in the power of cadres to "innovate and reform",financing more difficult.Third,the domestic and foreign public-private partnership model and its implications are summarized.Finally,we will improve the legal and regulatory policy system,promote the introduction of Public-private partnership policies in the field of civil air defense,strengthen project demonstration and evaluation,optimize land and underground space planning,establish profit-sharing and risk-sharing mechanisms,explore and implement"civil air defense tickets" and joint development systems.This six aspects propose measures to improve the Public-private partnerships in Single-building civil air defense projects in order to provide reference for Public-private partnership in civil air defense projects in underdeveloped counties.
