| In response to the situations of the globe, of the nation and of the Party, the Fourth Plenary Session of the Seventeenth Central Committee of CPC hold that establishing Marxist Study-oriented Party should be implemented as a vital and urgent strategic task. This is the first time the Party define establishment of Marxist Learning Party as a vital and urgent task. The Session demanded us arm ourselves with Scientific Theories, develop a global perspective, grasp the patterns and be full of innovative spirit in order to get to grips with the task.Based on the basic tenets of Marxism and guided by the latest achievements in adapting Marxism to Chinese conditions, this paper combined management of advanced organizations such as learning organizations and learning parties, and probes the basic connotations and properties of Marxist Learning Party, the significance and the approaches of the establishment, and the current situations. Following are five parts in this paper.In the first part, the connotation, characteristics and function of Marxist Study-oriented Party are defined. The main thread is the development process of the theory of learning party. Specific definitions are also given to learning organization and learning party, as well as the theoretical connotation and characteristics of Marxist Study-oriented Party. Based on the discussion above, special function of Marxist Learning Party is further investigated in order to carry forward the great new undertaking to build the party and the great cause of socialism with Chinese characteristics leaded by the Party.The second part focuses on the significance of investigating and establishing Marxist Study-oriented Party, which is analyzed in the following aspects: responding to the new exterior change; building a harmonious socialist society; consolidating the position of leadership and governance of the Party; strengthening the interior basic of the governance capability of the Party; improving the Party's style of work and strengthen the Party's cohesion and combat effectiveness; and preserving party always being the forefront of the times and lead China to development and progress.In the third part, the challenges of establishing Marxist Study-oriented Party are mainly analyzed in the following aspects: new trend of international balance of power; new changes of world economic pattern; and new features of blend of global ideas and cultural clash and improvement of the Party itself.In the fourth part, the theoretical bases of establishing Marxist Study-oriented Party are discussed. Establishing Marxist Learning Party requires support of scientific theories. Thus, the fourth part focuses on Marxist learning view, Marxist party building theories and comments of the several generations of leading groups of the Party on the theory study, all of which provide theory bases to establish Marxist Learning Party.In the fifth part, the strategies and approaches of Marxist Study-oriented Party are raised in four perspectives: strengthening investigation of the learning idea and learning atmosphere; reinforcing investigation of learning methods and learning forms; establishing organization structure and learning system of Marxist Study-oriented Party and strengthen investigation of grass-root learning party organization. |
