In the strategy of Chinese Construction and Reform, only when we seize the "Three Rurals" issues, can we be considered to have seized the Chinese characteristics. China is a great agricultural country with much population; hence, agricultural problem is not only a realistic problem, but also a historical one. If we want to know the many problems existing in agriculture nowadays as well as the sources of these problems, we must date back to the historical process of agricultural development in China since 1919, sort out the developing process of modern agricultural thoughts, and understand and evaluate again the meanings and effects of Mao Zedong's agricultural thoughts in the old days as well as at the modern times. There is no doubt that Mao Zedong's many understandings and practices on agricultural problems provide us pretty good references in solving current agricultural problems.The period of socialistic construction is also a great changing period of Chinese society and a great developing period of Mao Zedong's agricultural thoughts. During this period, Mao Zedong has put forward a lot of correct opinions on China's agricultural development. For example, agriculture is the foundation of national economy and we must put it in the first place; science and technology are the promoting powers of agricultural development and he put forward the "eight-character rules" of agriculture and the inference that "mechanization is the basic developing way of agriculture"; Mao also advocated the movement of "Learning from Dazhai in Agriculture" to solve the problem of inadequate investment in agriculture; Mao also explored the way to achieve the agricultural development by people's commune which is based on the thought of developing productivity through organization. These thoughts are very profound and the results of a hard and long-term exploration of Chinese agricultural development by Mao Zedong.This paper is divided into five parts. The first part introduces the theory of agricultural development by showing Marxist classic writers'important discussions about agriculture. The second part systematically introduces formative conditions of Mao Zedong's agricultural thoughts from both objective and subjective angles. The third part explores main contents about Mao Zedong's agricultural thoughts from the aspects of establishing the fundamental status of agriculture in Chinese economy, practising People's Commune System, making out concrete measures for agricultural Development, strengthening on Agricultural Mechanization, making out "the eight-character rules" and learning from Dazhai in agriculture. The forth part uses a number of datas and facts of agricultural development in Tianzhen, Shanxi Province in the period of Socialistic Construction to show positive functions of Mao Zedong'agricultural thoughts, and meanwhile it also make an objective evaluation about its limitations and an adequate affirmation of the historical functions of Mao's agricultural thoughts in the socialistic construction period. The fifth part puts forward the significant inspirations and references of Mao Zedong's agricultural thoughts to current Chinese agricultural development from the perspective of sticking to the fundamental status of agriculture, developing newly cooperative organizations, respecting the peasants'dominant status and so on.
