The fourth is to fully realize the importance of democratic decision, and strive to promote democracy, and ask leaders to paying great attention to the experts and respect knowledge, at last establish the leaders, experts, mass combination of democratic decision mechanism, which make the ideological and political education decision get scientific at last.
