In the modern enterprise system, labor regulations play an important role. First, as a management tool,labor regulations is used to regulate employee's conduct and maintain the order of business to achieve the goal of enterprise management; Second, in order to avoid the complex process of signing with individual workers respectively, labor regulations also assume a uniform task of labor conditions. In view of the employer changing business environment and fierce market competition, there is an objective need for changing the labor regulations, which is the embodiment of the employing unit's operational autonomy.But the adverse changes in labor regulations may have a negative impact on the workers.Based on the position of the workers'protection,we need to discuss the issue of adverse changes of labor regulations from the perspective of legal regulation to limit adverse changes in labor regulations of employers.To limit the adverse changes of Labor regulations in employing unit is based on " the theory of Division Two" which is corrected and to construct "the legal theory of Reasonable Changes", and limit from the content and process of two aspects.
