The collective forest ownership system reform has been comprehensively pushing forward since 2008 in China. As one of the most widespread and profound reforms these years, it has influenced the benefits of more than 43 millions peasants in Guangdong province. The forest police, consequently, must always face to the public directly and handle different social relations and contradictions at the coalface.There are five parts in this essay. Firstly, it introduces the background, purpose, meaning, contents and main innovation of this research. Then, it summarizes the connotation of police public relations, including their structures and functions. In the third part, it demonstrates the background of collective forest ownership system reform in Guangdong province, the transformation of forest police's function in this period. Fourthly, by explaining the endogenous and exogenous factors that influence the image of forest police, it states the misunderstandings of forest police public relations theatrically and empirically, which should be adjusted. The final part studies the method and approach to improve forest police public relations of Guangdong province during collective forest ownership system reform period.With the Transformation in the forest society, the forest public security organs have to change their Functions from control-type to service-oriented.The forest policemen must build a good relationship with the media, communicate with the forest public in multiplex ways, build the forest policeman's image of "fairly work, enthusiastically serve",and finally build a harmonious the Police Public Relations in the forest.
