Supervising System Construction Of Community Correction

Launching community correction is the important content of the judicial reform and working systerm reform. Community correction system is an open penalty implementation system which originated in western countries during 1920s-1930s, it is mainly suitable for first offenses or casual offenses who will not be imprisoned any longer. As we know, crime is a social problem that puzzles many countries for a long time, with the development of the industrial civilization, people become more civilized and penalty gradually become improved. In such a background the concept of community correction is formed and quickly developed, it is a common recognition that only by respecting and protecting the criminals'human dignity, carrying out community correction to a large scale, can penalty's preventive function be played well.Based on the community correction, the author discusses its system construction from four aspects. Firstly, from the object and range of community correction, the author focuses on its concept and characteristics. Secondly, the anthor analyses the development of supervision and its existence value. Thirdly, current difficulties of community correction is discussed with case examples. Lastly, the author puts forward some feasible suggestion from every aspect. From above, a conclusion is drawn that we are supposed to improve supervision right of community correction to strengthen authority of supervision and actual effect.
