Research On The Legal Support For Xinjiang Inland SAR Construction

Inland special economic zone in Xinjiang can promote economic development in West China, improve the economic layout and maintain social stability. However, the establishment of inland special economic zone needs legal support. With legal support mechanism which is suited to society and economy, the inland special economic can develop permanently.So this dissertation researches the law in the establishment of inland special economic zone. Firstly introduce some fundamental theories of inland special economic zone and then analyzes the experience from coastal special economic zone. Finally, the author put forward some specific measures of law for the establishment of inland special economic zone in Xinjiang. The paper contains four parts as below:In its brief introduction part, the paper introduces the history of special economic zone in reform and opening. This part also introduces the main topic that the legal support for inland special economic zone in Xinjiang.The first chapter is some basic theories of inland special economic zone. This chapter introduces the definition, characteristics and functions of inland special economic zone. The fundamental conditions and general rule of inland special economic zone is also analyzed in this chapter.The second chapter is legislation experience for inland special economic zone. This chapter analyzed the experience of coastal special economic zone, and maintains that in the establishing of inland special economic zone, some experience from coastal special economic zone can be adopted, but inland special economic zone should also focus its local condition.The third part is some specific legal support measures for inland special economic zone in Xinjiang. This chapter researches legal measure for inland special economic zone in Xinjiang specifically, maintains that in legislation power, law executive system and judicial support, inland special economic zone in Xinjiang should be granted some autonomy right, which can give inland special economic zone in Xinjiang a chance to arrange legal and economic business freely.In all,this dissertation researches the legal support for inland special economic zone in Xinjiang, and put forward some preliminary suggestion.
