Although the concept of human rights was born in the western countries, but with the development of human civilization, human rights concepts already exceeded the existing boundaries and become a world of the concept of universal significance. It had a variety bases of the producing and development of the concept of human rights, and for the value of the concept of human rights, different cultural basis played a fundamental influence. It existed the essential differences between the individual freedom in Western countries as the core of cultural traditions and ethical standard in China . And it is fundamentally different between the Western-style liberal concept of human rights and the concept of human rights in China after carrying out the reform and opening policy, human rights in China got great development and gained outstanding achievements. In the country under the rule of law and harmonious society , it is vital that how to establish views on human rights with Chinese characteristics on the basis of the existing culture in China. Marxism's human rights should become the core of values of the development of China's human rights , for the reality of the development of human rights in China, how the system build in the community level to ensure the realization of human rights will continue to have a long way to go...
