The Research On Deficiency Of Local Government 's Credibility And Its Reconstruction

In the past twenty years, the theory of governance and good governance has risen and become popular in the global scope, and it has gradually become a new framework of political analysis. Governance is the theoretical basis of good governance, and good governance is the governance goal oriented, both of the social management multiple subjectivity stress that the government and citizens should be benign interaction in order to realize social public benefit maximization. The emergence of governance and good governance provides directional guidance for the reform of the administrative system. The local government as the most direct and closely manager of the local affairs plays "main governance" and leading rolesl. The realization of the role requirements must have convincing authority, which should have higher the government credibility. However, because our country is in a period of social transition, administrative function change relatively lags behind, it is difficult to realize the management situation and support the rapid development of the social economy. Therefore, in the perspective of the good governance, researching the lack of credibility and reconstruction of the local government has theoretical significance and practical value.This paper selects the relationship between the good governance and the local government credibility as research base, it puts the concept of good governance and the local government's credibility as the core concepts. First it defines the relationship between them. Second, it tries to reconstruct the local government's credibility in the perspective of the reconstruction mechanism and the path selection, in this paper, the whole of the relationship defining, investigation and analysis, mechanism reconstruction and path selection all serve to the reconstruction of the local government's credibility and the effort of good governance.To the relationship between the local government's credibility and good governance as the breakthrough point, we are on the analysis of the good governance in the perspective of local government credibility. On the basis of the value of the local government credibility, we analyse the goal of promoting, ways and the value pursuit of good governance profoundly, contact with the local six factors of the government credibility fully. We define the clear relationship between them and promote each other in order to bring out the best relationship each other. To make the paper more vivid and persuasiver, we learn the evaluation of the social public by the way of issuing the sampling survey questionnaire. Combining with the government credibility source on three elements, we evaluate the government credibility level and explain the current situation of the lack of the local government's credibility. Then by probing into the root of it from the local government itself, social age and histotical humanity specifically, we can make the analyzation of the reasons overall and further.This paper analyses the reconstruction of local government credibility from the behavior level and technical level , mainly from two angles of the promotion and constraint, four specific mechanisms to reconstruct the credibility of the local government, namely the public affairs mechanism, the performance evaluation mechanism, the sincere supervision mechanism and the responsibility investigation mechanism. Combined with the concept of good governance innovation of administrative concept, and it has the democratic rule of law, limited liability, integrity, responsibility and transparent advanced concepts, therefore they can guide and strengthen the local government own construction. The combination of network era background, the network politics, civil society and good governance and accountability of local government is permeated each other in order to improve the credibility of the local government to provide technical support and good governance. This will be a part of the theory and practice of combining layer, and strive to put forward specific measures not only has the feasibility of practice, but also has the theory of depth, and it tries to improve this theme by the surrounding of good governance and the accountability of local government , forming a mutual contact, coordination, and jointly promote the benign operation of the system.
