Shenyang North Metro is the fourth national district authorized by State Department in October, 2006. As the core of economy and the first district of industrial reform in Shenyang, it has obtained outstanding achievements in economy, community management and personnel management system, but it has room to be developed in cadre personnel management system. The study intends to analyze the problems and developing trends of cadre personnel management system, to explore the developing modes through reviewing the innovation theories of personnel management system. It is expected to offer useful references for cadre personnel management system in Shenyang North Metro.The paper includes three parts.The fist part is the theoretical analysis of cadre personnel management system. It focuses on the core and components, the current situation and the characteristics of cadre personnel management system.The second part lays emphasis on the major problems of cadre personnel management system in Shenyang North Metro. It also analyzes the reasons from various aspects deeply.The third part is the focus of the paper. Firstly it introduces cadre personnel management system in some developed countries such as America and Singapore. Secondly it analyzes the enlightenment to the reform of cadre personnel management system in Shenyang North Metro.Finally, it presents some measures about developing cadre personnel management system further.
