| The reform of public welfare institutions is a major work deployment in our government institutions,which can not only activate the vitality of our economic and social development,but also promote the optimization and upgrading of our national economy and industrial structure.Because there are some complicated reasons for the nature of public welfare institutions themselves,there are problems in the job placement,personnel hiring and performance mechanisms of public welfare institutions that can not be ignored.The improvement of the overall personnel quality of public welfare institutions and the further enhancement of public service capacity have a negative impact.Research on the problems existing in personnel management of public welfare institutions can enhance the efficiency of personnel management of public welfare institutions,thereby increasing the output of public services and optimizing the supply of public services.In July 2018,Shenyang City’s straight public welfare institutions carried out optimization and integration,and 48 public welfare institutions were established.Through combing and summing up the personnel management problems of the public welfare institutions in Shenyang,this paper analyzes the real difficulties faced by the personnel management of the public welfare institutions in Shenyang,and combines the description and analysis of the personnel management of the public welfare institutions in this city,and puts forward effective measures to solve the existing problems.The rationalization,standardization and scientificization of personnel management in public welfare institutions is conducive to the smooth advancement of personnel management in public welfare institutions in Shenyang.It is conducive to improving the quality of personnel management in public welfare institutions and promoting the development of social undertakings.To further promote the reform of the personnel system of public welfare institutions and the management of innovative institutions and mechanisms to provide feasibility studies.Based on human resources management theory and Pareto improvement theory,this paper analyzes the problems and deficiencies in personnel management process of public welfare institutions in Shenyang city and puts forward some reasonable suggestions.The first chapter expounds the background,purpose and significance of this research,summarizes the literature on personnel management of public welfare institutions at home and abroad,and puts forward my research methods and innovation points.The second chapter introduces the analysis of the concept and theoretical foundation of public welfare institutions;The third chapter analyzes the general situation of personnel management in Shenyang public welfare institutions;The fourth chapter expounds the current situation of personnel management of public welfare institutions in Shenyang,including the main problems and the reasons for the problems.The fifth chapter,based on the problems found out,puts forward a strong operational and valuable concrete countermeasures. |
