The Issues Research In Fulfilling Duties Of The Representatives Of Jinan Licheng District People's Congress

In this paper, combining with the actual work, it systematically investigate the duty fulfillment of the representatives of Licheng District People's Congress by means of research and empirical analysis. Through the anatomy of the structure of the representatives of people's congress and the status of their performance, especially the existing problems during their work, I try to explore some countermeasures and proposals about how to enhance the representatives'ability to fulfill their duties effectively. The main content of this paper consists of the following four chapters:The first chapter is the introduction. This chapter mainly analyzes the purpose, the significance and the method of the study. This chapter considers that the research about the topic is of great significance. From the national level, it can urge the representatives of People's Congress to fulfill their duties on behalf of the interests and will of the people in accordance with the law, demonstrating the superiority of our political system. From the micro level, it is of reality urgency to improve the quality and ability of the representatives of Licheng District People's Congress participating in government and political affairs.The second chapter is the election procedure and structure analysis of the representatives of Licheng District People's Congress. This chapter systematically investigates and analyzes the structure of the representatives of Jinan Licheng District People's Congress on the base of an overview of the rights and obligation of the representatives of People's Congress. It is stated that the occupation, age and civilization of the representatives are relatively reasonable which means the overall quality of the representatives of People's Congress is comparatively good, but there are also some problems such as the conflicts between the real role of the representatives and their jobs.The third chapter states the present situation of the representatives of Licheng District People's Congress fulfilling their duties and the existing problems. This chapter analyses the performances of the district deputies during the session and out of the session as well, and meanwhile it crystallizes the existing main problems and their reasons in the performance of their duties. This chapter deems that most representatives can shoulder the sacred duty, but there is still a big gap between the duty fulfillment of the representatives at present and the requirement of the law as well as the people's real wishes.The fourth chapter gives the proposals to enhance capability andeffectiveness of the representatives of People's Congress in fulfilling their duties. This chapter, combining with the reality of Licheng District, brings forward the following proposals to solve the problems in the duty fulfillment of the representatives:optimizing the representative structure; strengthening the study and training; improving the quality of the inter-session activities; dealing with their suggestions seriously; perfecting the supervision and incentive mechanism to their fulfillment; enhancing the organizational guarantee and service work in the activities of representatives.We believe that, with the advancement of China's democratization and legalization, the representatives of People's Congress will play an increasingly significant role in the process of building a well-off society. With the people's congress system perfected further, people will take more leadership and the society will be more harmonious.
