The system of the People's Congress was established at the founding of the People's Republic of China.It is the carrier of the people's democratic rights.It is of great significance in the social management of our country.The deputies to the National People's Congress are the basic components of this system.They mainly work during the Congress to represent the people in exercising their statutory democratic rights.However,the duration of the session of the People's Congress is relatively short,and the agenda of the session has a strong legal,procedural and normative nature.How can deputies to the NPC effectively reach out to the masses in an extensive and in-depth way and play a role of bridge and link? How can we really pay attention to the social focus and hot issues,bring the people's voice to the congress,and enrich the proposals and suggestions? With the development of economy and society,enhance people's concept of democracy and rule of law,this proposition has attracted more and more attention from all walks of life,and has also aroused a lot of research and discussion in academic circles.It can be said that a great deal of the work of deputies to the NPC is done during the adjournment period of the NPC,and the work during the adjournment period is a process,while the speeches and proposals submitted during the sessions of the NPC are the result.The performance of adjournment delegates' duties is directly related to the holding of a good people's congress,the exertion of the people's Congress system,the basic state system,and the most basic level of social management.The people's congresses at the county and district levels are the basis for the emergence of deputies to the people's congresses at all levels.The deputies to the people's congresses at the county and district levels are the most direct,specific and in-depth groups to contact voters and serve the masses.The performance of deputies to the people's congresses at the county and district levels not only arouses general concern,but also is supervised at any time and anywhere,which has a subtle and far-reaching impact on the social management system.This paper combs the historical evolution and legal basis of the NPC system,and uses the method of case analysis.uses the method of case analysis,and takes P District of D City as an example to analyze the experience and shortcomings in exploring the new mechanism of "two-track parallel" performance of deputies from different regions and sectors,studies the objective conditions and supervisory factors affecting the performance of deputies,and analyses the current status of deputies' performance.The existing problems and the causes of the problems are explored,and the next improvement measures are put forward.This new mechanism helps county and district NPC deputies to perform their duties more actively and effectively during the adjournment period by actively participating in the activities of representative groups,establishing an incentive mechanism for the integration of representative activities,learning,reporting and evaluation,solving the problems of representative management encountered by the standing committees of county and district NPC,and promoting the process of democratization and legalization of local governance.
